(a) Definitions.
(1) “Furry” defined. The voluntary adoption, creation, or portrayal of an anthropomorphic animal representation.
(2) "Anthropomorphic animal representation" defined. any character, symbol, or persona that depicts an animal with human-like characteristics, including but not limited to speech, posture, clothing, facial expressions, or cultural behaviors.
(b) Eligibility. An individual is eligible to be recognized as a furry under if they meet one of the following criteria:
(1) Present a letter or certificate from their health authority or population register to Service Calluris, affirming their identity as a member of the furry community;
(2) Provide proof of residency in the State of Arcadia (Kingdom of Krameria) for a duration of at least 30 days. For legal purposes, all Arcadian residents meeting this threshold shall be presumed to belong to the furry community and may claim minority protections under this section without additional documentation.
